Why was a Gamestop employee opening new DS games and placing the contents into a disk envelope?

Two days ago I went to a local Gamestop on the counter on of the employees had a stack of new ds games with the plastic wrap still on them and one by one he opened the plastic wrap from the case then took out the game cartridge and literature placing them inside a CD envelope.

Some of you may think these are new arrivals and those are the display cases but on one of them was from Super Mario 64 DS.

So hopefully anyone knows what this is about.
I do not like this idea that much since im getting an unopened game as opposed to the way the manufacter intended.

because they either keep all of their games in cases behind the counter, or in cd envelopes behind the counter instead of putting them on display.
